Rebekah brings personal experiences as a small business owner, real estate investor, landlord, and farm owner to the task of practicing law and working with clients. Her practice areas include general civil litigation, business, employment, landlord/tenant, real estate, and equine/animal law. Rebekah is an experienced litigator, having handled cases in Maryland District and Circuit Courts, as well as in the U.S. District Court for the District of Maryland, the District of Columbia, as well as various administrative proceedings. Rebekah also has appellate experience, having represented clients and successfully argued cases in both the Maryland Appellate Court and the Maryland Supreme Court.
Rebekah has successfully litigated cases related to constitutional violations, business disputes and collections, employment, landlord/tenant, divorce and post-divorce issues, real estate, land use, contractor disputes, latent defect cases, and more. Rebekah believes it is important for clients to have control over the outcome of their legal matters and does her best to settle out of court if and when appropriate, but when needed she is an effective, successful and formidable litigator.
In addition to being extremely comfortable and thorough in the Courtroom, Rebekah also has years of experience advising a range of small businesses, on everything from incorporation, handling employment matters, advising businesses on contract issues, and helping businesses through stages of growth as well as challenge.

In addition to being an attorney, Rebekah and her husband, Attorney Steven Bright, also own Windy Oak Farm in Union Bridge, Maryland. The farm, which includes a 200-year-old farmhouse, was purchased in 2010 and operates a horse boarding facility. Rebekah cares for the horses daily and rides and competes in the equestrian sport of dressage. She currently has her United States Dressage Federation Bronze Medal. Rebekah and Steve had their daughter in 2014, and Rebekah now balances her busy work and farm schedule with the demands of raising their daughter.
Rebekah also comes from a long line of DC real estate business owners. Her great grandfather founded what became Rufus S. Lusk & Son, Inc. in 1930, a groundbreaking real estate information service company. Rebekah’s father ran this company during her childhood. She spent many an afternoon and summer helping around the office in Silver Spring, Maryland. Rebekah has continued her family’s entrepreneurial tradition by owning and managing a property investment and rental company with her family, and owning a horse boarding facility, and previously running a home improvement company with her husband.
Rebekah received her Bachelor’s Degree from the University of Chicago and attended law school at The Catholic University of America, Columbus School of Law. While at Catholic, Rebekah was a member of the law review and graduated Cum Laude. Prior to attending law school, Rebekah worked as an organizer and manager for local and national policy and advocacy organizations in Chicago and DC. Rebekah is dedicated to volunteering with local organizations. Over the years, she has sat on non-profit boards, including the Port Towns Community Development Corporation and the Potomac Valley Dressage Association. She is currently a Trustee of Friends Meeting School in Ijamsville, MD and is the Chair of the Finance Committee.
Rebekah and her family live on their farm with their dogs, cats, chickens, and horses. In her spare time, in addition to riding horses, she enjoys lots of outdoor activities, including skiing, running, hiking, sailing, and traveling.

Over the years, Rebekah has received press for various legal accomplishments, including a high profile Frederick County case in which she and her co-counsel won a $620,000 judgment from a Frederick County jury for the unlawful and unconstitutional shooting of a chocolate lab and the unlawful entry into the owners’ home. In addition, she has received press for her unique work/life balance and her participation in organizing an annual breast cancer fundraising event for the Potomac Valley Dressage Association benefiting Johns Hopkins Hospital. Rebekah Lusk has done extensive work on cases related to animals. In 2017, Rebekah prevailed at the Maryland Court of Appeals (now the Maryland Supreme Court) in the case of Daniel Rohrer v. Humane Society of Washington County, regarding the legal ability of the local humane society to remove animals while in State custody and the animal owner’s ownership rights to the animals that had been removed.
